Ballpark cost to replace a leaking skimmer

Hi,

I live in Pleasanton CA where ironically it seems very difficult to get a reputable quote for replacing a leaking skimmer (crack on the side, plus also at the joint below it). After dozens of phone calls I got one quote for $2500 which seems outrageous considering I'm reading online it should be ~$1200. I currently have a very old U-3 blackbottom skimmer. This is the what they told me is included in the quote:

Skimmer replacement includes:
- Saw cutting the pool Kool Deck
- Skimmer and cement collar removal
- Drilling the pool wall to install new steel rebar
- Skimmer installation
- Epoxy new steel into the drilled pool wall
- Installation of a steel reinforced cement collar
- Plaster the skimmer throat
- Patch the Kool Deck to match as closely as possible

Is there something special about the work or my skimmer that could make it over 2x the cost??? Or am I incorrect and skimmer replacements are usually around $2500? If anyone also knows of someone reputable around the Pleasanton CA area I could contact for another quote, I'd greatly appreciate it.
