Are any of the pool actuators that can be set to let's say run 2 hours when pump is on, but that do not require fancy automation system to be set up?
Are there any valve actuator that can be programmed without pool automation system?

They are very basic controls. Supply 24v power to one wire and they turn one way until they hit a stop. Supply power to the other wire and they turn the other way until they hit the cam stop.
So if you can rig up 24v power and a timer to switch where the power is sent then you would have control.

Yes. It is inside the actuator. You adjust a cam which hits an electrical switch to stop the rotation.
