Is there a company that makes an under cap To seal the rail so wasp cannot build a nest? I just tried a friends idea of using steel wool under each end cap to prevent access to build a nest. Will not know if it will work for a few days.

Not sure if it will work, but steel wool and water usually = rust. Around boats we always used brass wool to,eliminate rust stains.
You can also try spraying under the cap with WD40. A nice, oily film should discourage nest building.

If using foam, you can get the window and door kind that doesn't expand with great force. Still messy, but it won't warp anything of that's an issue.
I had birds under one of mine. (yeah, a bird build a nest and had babies)
I stuck wadded up plastic (not metal) window screen all up in there - that won't rust either - and is cheaper than brass wool.
