I'm shocking my pool and the FC should be around 17, but my test kit only has a scale from .5-5. How do i know if it reaches 17?

Unfortunately you'll need a better test kit that can test for much higher levels. The one recommended around here is the TF100 kit. Check out http://www.troublefreepool.com/category/pool-school/pool_test_kit_comparison for more information.

By far the best solution is to get a FAS-DPD chlorine test, which comes in the better test kits.
However you can get a vague idea of your current FC level by diluting one part of pool water with three parts of distilled water (or other water without any chlorine in it), test that, and multiply the result by four. You lose a substantial amount of precision, with dilution the result is +-6 or worse, but you can get some idea of what your current level is.

Thanks, i bought the recommended leslie kit FAS-DPD but it only measures from .5-5 fc.

You bought the Leslies DPD kit, that's different than the FAS-DPD. The FAS-DPD measures up to 50. TF-100 sells it for about $23.00.
