Is it common for places to test pumps before sending to you?

I ordered a new Pentair variable speed pump from http://www.poolsupply4less.com/. It arrived today, with a cracked base. They are resolving that issue. The other issue I am wondering is - the pump basket arrived wet - it had water in it. When I confronted them about it, they said that they only sell new stuff, and that they test the pumps before sending. Is that really something that is common or am I being played?
 
I have never heard of companies testing a NEW pump before shipping. There is no way they would open up a sealed package from the manufacturer to test it. Makes me question that business.....
