Light, conduit, and niche replacement - cost seems very high. Input?

We're undergoing a major pool renovation on a house we purchased. Anthony pool is approx 30 years old and my remodeler is not able to pull the light wiring out of the ground and is saying the conduit, light, and niche require replacing. The shock came in when I saw the price:

1) New copper conduit installation charges $1145.00

2) New conduit and nitch replacement (if needed ) $1785.00

3) Plus new light kit as discussed $575.00

There is no decking to tear up and it doesn't seem like the dig would be all that involved - 2ft max down to the light.

Am I under-estimating the amount if work associated with this or does this seem unreasonable? I appreciate any input. Thank you!
