delamination issue twice in 5 years...

Purchased home with 20x40 lazy L inground pool 42,000 gallons 10 years ago. Pool age is approx. 35 years. Got major seller concessions and had "reputable" contractor do a complete redo, new equipment, plumbing, stripping down to concrete and replaster, tile and coping. 5 year warranty on plaster, less than 3 years into it, major delamination all over the pool, tiles popping off etc... Contractor comes out, agrees that it was a workmanship or product fail and agrees to replaster. At the end of the 2cnd season (last year), the problem is again reappearing. delamination over the entire pool, so much so that you can actually see down into side walls where the plaster has pulled away and creating large gaps.

Contractor came out and agrees its all hollow underneath, but thinks maybe the shell is bad??? but he would investigate and get back to us, We are getting to use the pool this season, and agreed to revisit issue/solution at end of season. Our pool season is so short in Michigan....

I have called other contractors to come out but haven't been able to get anyone to show up. Not sure what could cause this twice in 2 years... contractor is not turning his back on it, but doesn't seem to have a true solution. Any advise is appreciated.
