I'm sure you could to it, but I would make some sort of support for it on the outside. If you don't it will probably just pull out on the top of liner and push in on the bottom so the skimmer will be angled. I say go for it, and take pictures!

moving on a bit, from my question

the water level, with say, a wide mouth skimmer, can the water level be within an inch from the top of the skimmer opening

It looked like all of those skimmers were for in-ground pools.

Having the water that high in the skimmer shouldn't be a problem.

Tuff Pools use the same general skimmer, but they have their skimmer inside the pool on a hanger thingie. Could you maybe rig something up like that instead of going through the wall?
