what my next move

Ok I have paver on the gravel what my next move please help, I'm putting up a Intex 18*48.
1 Should I put the paver under the tarp or on top
2 I know I should make the gravel level with each paver.

Looks like you have a low spot in the back left... Least that's what my level eye is telling me.

I was hoping someone would reply, I have the same question.....finally just said screw it, put the tarp on top of the pavers, foam on top of that, and the supplied ground cover on top of that.....
My feet are on the paver with the tarp and ground cover under them.....foam is coped around the paver.
