Replacing liner, now's the time to fix the fiberglass step support

I am working on a project this summer to renovate my pool - and one of the things I want to address is that under my fiberglass steps, the second step does not seem to have the support it needs, so the material under it must have settled.

My stairs have NOT cracked, but it's probably just a matter of time - so as long as I'm replacing the liner, does anyone have any ideas on how to fix this?

I would prefer not removing the concrete sidewalk behind the steps if possible.

Has anyone got any experience with the kits from poolstepspecialists or has anyone done something similar?
 
A friend of mine had to fiix his steps which were about 20 years old and I watched most of the process. What the repair guy did, is drill a hole about 2 inch diameter in the step and then pour concrete in until the void under it is filled. Then patch the hole.
