FC is just free chlorine and is separate from your CYA
The CYA is helping to protect the chlorine from the sun and the level of FC you need is dependent upon how much CYA you have. (the more CYA you have, the more FC you need to keep the pool sanitized)
On the bottom of Pool Math calculator if you have your numbers in the "now" boxes for all your test results it will tell you what your goals are for daily maintenance and also what your shock level is.

If you put in what the calculator told you would raise your CYA to 40, assume it is there and just not showing up on the test yet. Look down the chart and see that for 40 CYA your minimum FC is 3, Max is 5 and Shock Level is 16
