Hayward H400fd showing PF error code

I have a Hayward H400FD heater that is throwing a PF error code which is supposed to indicate a wiring/low voltage error. It's wired 240v so the 120v reverse polarity isn't an issue. I have tested line to line and get 240v. I have tested line to ground and get 120v and 119.5v. So from what I can tell it should be working. Anybody out there have any ideas about what to look at next?

If everything checks out as you say, then the only other thing is the field wiring panel, FDXLFWP1930.

Did you find out what the cause was? I have the same issue.
