Burning eyes, but Why??

When people are in our pool and they open their eyes under water, it stings, even if you get a good size splash in your eyes it burns.

Here are my results...
My water is Crystal clear BTW,

TA....100
CYA..60
CH....110

Your FC level is too low. With CYA of 60 you want FC between 5 and 9 and never below 5. That may or may not be related to eye burning, but either way you need to add more chlorine.

This is the fifth or sixth time someone has said stinging/burning eyes without any of the usual water test indications (high CC or low PH). In every single case the FC level was too low. There seems to be an outbreak of that this year.
