Replacing NGO pool heater

I have a pent air minimax ng pool heater approx 8 years old. Board was replaced once under warranty and has had 2 service calls for igniters. Today heater has completely stopped working. Is it worth replacing unit with NG,heat exchange or solar? Any opinions, live in New Jersey. Are there any incentives for solar install or government financing that you know? Also my wife and I are arguing the merits of purchasing a solar pool cover in addition of the new heating system, what does the community feel about pool covers and their worth?
 
If you use heat a fair bit you certainly want a solar cover.

Solar can be mildly expensive to install but costs way less in the long run. If you have somewhere to put the panels, by all means install solar.
