Can't Get Rid of Dirt on Floor of Pool

We have an above ground pool with a floor drain. The pool is crystal clear BUT every morning when we uncover it, there is dirt all over the bottom of the pool....
I've vacuumed... I've stirred it up....
HELP !!!!!
We have no idea what to do.... or what we are doing wrong.....

There are two possibilities I can think of:

1) You live in a dusty area. You'll know this by looking at the windowsills and patio furniture. If dust is piled up on them, it's also in your pool. Live with it.
2) It's not dust. Does the stuff look sort of like dustbunnies or cobwebs but underwater? The instant you approach with a brush or vacuum, does it just go poof and disappear? That's algae clumping. You need to kill it.

A good set of test results as well as what you used to get them would help a great deal. It could just be as simple as the chlorine level is too low for the stabilizer level. That's extremely common, especially if you chlorinate with pucks.
