Do I dilute Borax and baking soda

Do You dilute the borax and baking soda before you put it in the pool or just sprinkle it in. Do I do it near the intake and outlet?

IF you are using borax to raise pH then just pour it slowly into the skimmer. Ditto for baking soda to raise TA. If you are adding borax to add borates to 50 ppm (which is a different use than raising pH) then the procedure is a bit different and is covered in this thread:
