How important is having one? It says in my manual that "one may be necessary to conform to local codes". I remember having one on my old heater but in 10 years it never opened. It says in my manual to get "one having a capacity equal to the BTUH output with a max acceptable pressure relief setting of 125psi."

If you should ever need it, you will be glad to have it, otherwise someone could get seriously injured.
I saw at HD a water pressure relief valve rated at 30psi. It may have been for a home water heater. What is the typical pool water pressure coming out of the heater?

Usually less than 30 PSI but it can get that high under certain conditions. They also have many other types where you can set the pressure:
