Start up after replaster, sequestrant needed even if water tests negative?

I'm looking at a start up on Wednesday after the mini pebble replaster has been acid washed. I've had my water source (city water) tested for metals and it has come back at zero. My question is it still advisable to use a sequestrant in the start up procedures here- https://npc.memberclicks.net/assets/documents/pdf/startup-card-current-rev3.09.pdf

These are recommendations that I was given to follow by the manufacturer, Stonescapes. On the First Day, Step 6 it says, "Although optional, it is highly recommended to pre-dilute and add a quality sequestering agent...". If I have no metals and it's optional, I would just prefer to not have the additional chemicals in the water. However, if it's found to be a benefit, even without metals detected, then I have no problem adding. Just not sure which way to go on this.

If it was my pool, I'd add the sequesterant. When we replastered, our pool was filled with municipal water that also tested metal free. However, upon addition of chlorine, pool turned green.:grrrr: I consider the addition of sequestrant insurance.

We also recommend it in our Plaster Start-up Procedure in Pool School here:

Sequestrant is good insurance. The odds of metal in the water is low, but if there are metals in the water they can form stains, and staining during the first few days becomes embedded in the plaster and can not be removed. That can be very expensive to fix, so worth a few dollars to avoid even if it is unlikely.
