Low ph in a new fiberglass pool

I have a new indoor pool just opened 3 weeks ago and trying to get the chemistry right after obtaining great advice from the forum.
I need help with consistently low pH even after adding borax twice while the FC, cya, and TA have reached normal levels.
I am worried if I can have some sort of algae as I was late about one week in initally adding the chemicals. I am completely inexperienced and have not had a pool before.
I do not see any green or other color algae but do see some white stuff and not sure if it can be algae or if there are reasons for concern.
Can it initally take more borax to raise ph or can my low ph be due to algae.

Fiberglass indoor pool: 3400 gal covered to control moisture.
FC: 5 Used liquid chlorine
CC: 7
CYA: 25
TA: 90 used baking soda to raise it
pH: 7.4 used borax to raise it twice, still low. Did not mix in water but poured granules by weight.
