I want to install 1x1 glow in the dark tile inside the pool. can I do this after the plaster work was done. I was thinking to sand the spots and lay each tile, then seal it with grout. can this be done this way. I want to do it my self the contractor is charging a lot

That won't work in any manner I can think of. I can't exactly picture where you are putting these tiles but I think you will be unhappy with the results.

You must do this when or before plaster work is done. Preferably prior to plaster but during the process at minimum. Otherwise, there is not a good way to install and attach them.
