I have a 3 week old IG pool that I filled up to the skimmers. I just noticed the water level is slightly lower than when I started. Is this normal dissipation ??? I don't think I have a leak at this point.

How much lower? How much time are you referring to? Wind and evaporation will lower water levels.......depends on where you are and your weather.
Depending on where you are, it could be normal.
If you could update your profile, there is a spot for location.
You can try the bucket test, that would tell you for sure if it is just evaporation or a leak.

See the Pool School link at the top.....click on "Solving Problems".....then click on "Leak Detection." ..... You do the bucket test to rule out evaporation as a cause for water loss. It may be normal.....depends on your weather.
If it's been windy, you can easily lose 1/4 to 1/2 inch per day. I do.
