Aqualogic P4 0amps 0ppm

I have the aqualogic P4 system. The diagnostic reading is showing 0amps and 0ppm. I spoke with someone at Hayward and they told me I needed a new cell. I installed the new cell but still have the same readings. It also says check system, low in salt. I had the water tested today and have 3000ppm salt. Any ideas what could be wrong?
