Very Low Pressure from SPA Jets - HELP...

finally filled the spa and ran the pumps, and to much of my dismay: there's super, super, low pressure from the jets; really, really, low...

the setup:

equipment about 80' away; one intelliflo pump and one booster 2hp pump (whisperflo); 3" suction lines, 2.5" return lines; 14 standard venturi gunite jets, manifolded together; 2" air line.

had both pumps going and basically nothing!!! had to put my hand in front of the jets to feel a very, very, mild flow... no bubbles, etc...

I think the airline is completely water-logged, would that make a difference??? any ideas???

What is the filter pressure? Double check all valves to make sure they are in their proper positions.
