Deep end requirements

Is there a uniform requirement for steps or ladder in the deep end or does that vary by depth and municipality?

When we put our pool in nothing was said about requirements and the builder was only including a handrail up at the steps end. I wanted some at the deep end just in case someone ran out of steam and wanted to get out. It was a little bit of a search because I needed steps that fold out of the water because of the automatic cover, but I do think it was a worthwhile feature for safety sake.

It varies. Most areas have no requirements.

In my area the requirements are for commercial pools only. Nothing for residential.

They only requirement I can find are related to fencing, pool and door alarms.

Most pools now have a swim out step in the deep end, I thought it was required, its a good place to sit or climb out.
