Has anyone encountered this problem during their build? Any advice? Not a good start to this project...PB is saying it is going to cost lots of $$$$ to fix.

An underground stream would be pretty unusual. Digging into the water table isn't uncommon and can be addressed with pumps and drain lines. The topography of your yard will determine the solution.
