Spa Pool wont start up when power turned on.

I had to empty my spa pool so I could move it. I filled it up and now when I turn on the power, nothing goes. When I turn on the power switch, I can hear a noise in the control box but nothing happens. All the fuses seem to be ok and there is definitely power getting to the control box.

There is are no lights on the controller.

Initially it did start up when I was half way through filling it up. But once full, there is nothing. The pool isn't over fill and I have got air out of the system.

Any ideas would be appreciated.

If it has its own dedicated circulation pump it might be air locked, can you share the brand and model?
