Halogen pool lights don't turn on below a certain temperature

I don't think that the cold would prevent the lights from coming on. I would suspect another issue. I would start by verifying power from the circuit breaker and follow the path to the light to see if power is getting to the lights. I would start wherever you have easiest access to test the power, such as at the timer.

Note: Don't do any electrical work that you do not feel comfortable doing.
 
James man I hear you. I wondered myself if this was really the issue.

It really seems to be though. As soon as the temperature warms up a bit, my lights come on on their regular schedule (they are on a timer).

I even noticed once when I went to the control panel and turned them off/on manually, they eventually came on, and when they did, it was a slow ramp up from dim to bright, as
if someone was slowly increasing the dimmer from a low setting.

I have to admit, I am baffled.

It almost has to be something mechanical, which seems bizarre.
