Winter Time Chlorine Levels

I had some calcium scaling issues last year when I opened my pool due to a rising pH in the pool while it was winterized (I'm in NJ). So, this winter I've been checking my pH every few weeks and adding acid as needed to try to avoid the scaling issues again.

Anyway, when I checked the other day, I decided to also check the chlorine level. I was surprised to get a reading of 0! This was just the quick 5 drop test for chlorine, not the full TFT-100 test.

Is a reading of 0 chlorine over the winter normal? Is it something to be concerned about? If needed, is there anyway to adjust it over the winter time, or do I basically just wait at this point for spring time to come and see what's awaiting me when I open it?
