Sand filter question - the center pipe seal?

My doughboy sand filter has a single pipe coming up from the center-bottom to the lid/multi-port. I believe this is a fairly standard configuration.

Is the pipe supposed to seal with the hole in the lid? How tight a seal should it be?

If it doesn't seal, what effect does that have on filtering?
