Do you always replace a drain when replastering?

When the first plaster company chipped away the old plaster around SPA drains and fittings, they broke the drain casing near the rim.

Now I am hiring a new plaster company to finished the job and they told me that I need two new drains because the old ones are chipped. Do you usually replace the drains during a re-plastering job? I don't know if this is a mistake by the first company...
 
Yes, all of my quotes for replastering included new plastic. However, they tried to sell me on the pop up assemblies(which included the pop up heads). Only the sleeves needed to be replaced not the heads. The drain is the important piece to replace, depending on when the pool was built new laws require different drain covers. (Atleast that was what I was told)
