I noticed in the owners manual it says to "• Close the drain valve on the suction plumbing." as part of the initial startup procedure to dissinfect the hot tub... my question is, where is the drain valve on the suction plumbing?

If you look at the side of the spa where the control panel is there should be a removable cover to gain access to the spa equipment there you will find what your looking for.
