My hot tub won't heat up (SOLVED)

I moved in a house with hot tub six months a go.
When I tried to use hot tub, it is power on but won't heat up.

The model is LA Spas S series (H82113-2006). 240V 4K watt.

these are what I have already tried:
there was a three dots error signal (flow error)
-cleaned filter
-replaced pressure switch (it was leaking and no conductivity and no power on heating element terminals)
-replaced heating element (because it's resistance was too low)
-replaced temp sensor and hi-limit sensor.
now with some adjustment of pressure switch, both heating element terminals has 240V power and enough current (17A).

i turned it on a whole day. it is still not even warm at all.
finally i called technician, he said the spa is mechanically OK, and configed the control panel.
-made sure the economy mode is disabled.
-the panel displayed the current temp is 32 F (he said the sensor shows only higher than 58F)
-the technician said it will take a day to heat up completely and I paid $99 yesterday

But today, it still cold....... :(
The panel shows only current temp 32 F. no flow icon. nothing operating.
No flow error sign either.
At this time no power on the terminal.

If i turn off and turn it on, the power goes to the heating element again.
What may cause to stop heating even though the temp is much colder than desired temp?
That is my final question.

My heater seems work only the filtration period.
default setting is 60 minutes twice per day.
It may enough to maintain hot water but not enough to heat up cold water up to 104 degree.

Now i feel the water is little bit warm, so i tried to change the filtration setting; 240 minutes twice per day.
And 4 hours later i will check the water temperature and do it again.

let's see.

I think my hot tub is hot now.
Thank Bama Rambler for the idea about temperature issue.
The problem was temperature probe.
When I unplugged the High-limit probe, it causes a three dots and red light error signal. so i put it back.
When I unplugged the Temp probe, nothing changes on the topside panel. Still 32 degree. Ah-Hah!!!!!
The new temp probe is not working!

I tried to use my old temp probe, suddenly the temperature went 62 degree. The old temp sensor still works.
The old probe has three wires (Green, Black, Red) and new one has only two wires (red and black).

Anyway, my hot tub is finally hot enough. No more COLD TUB! :party:
