Avatar issue - unable to upload

Is it me or the website.
I don't see any avatars and when I tried to add mine again it didn't have anyplace to browse and select my personal avatar.

I believe the avatars, along with rank tags and smilies are all in the same folder which is not being referenced. I'm working on the problem.
