Pump/Motor Problems

Yesterday the pool never started up, I tried to get thing started at the control panel and only heard a HUMM coming from the pump motor, The motor was VERY HOT when I touched it.
Do I assume the motor is shot and or the pump?

Probably the most common starting issue is the start capacitor within the motor. Can you turn the impeller freely with your hand?
