The bottom of my skimmer has two holes. One goes to the pump and the other has a plug in it. After I drained the skimmer I noticed water seeping out of the plugged one. I bought the house with the pool don't the exact plumbing layout . The PB who closed the pool the first year said the floor drain is sealed.Could the floor drain be connected to that plug in the skimmer?

More than likely that pipe is connected to the main drain. It is a common way to plumb a main drain. They may have sealed it because it was leaking or they just didn't want to use it any more. Main drains aren't really necessary, they just add a little deep water circulation.
yes, done so if your water level gets low water comes from there to fill ur skimmer enough to keep pump a little wet
