My PB is planning to install at 1.5hp pump to run our water features. The water features consist of 3 scuppers and 3 deck jets. Is that size pump adequate to run those features effectively?

Post the size and model of the jets, model of the pump, the length and size of the piping, and the suction side plumbing, and maybe Mark (Mas985) will take a look at it.
My gut feeling is that a 1½ hp inground pump is probably fine.
