aquarite board measures too high at leads

I am having various issues with my Aquarite salt system.
I changed the main board, then the flow sensor went out.
I changed the flow sensor, and then board wouldnt work correctly.
I had an old board, so I replaced the board to see if behaved the same, it did.
So I put the new board back, and found something on the web that stated voltage across the two leads should be between 209 and 241, mine measures 253. When i put the new board back in, almost immedately two components burned.
I am wondering this has to do with the voltage measured across the leads, and if so, what i can do to fix this.
