What is the proper time to wait

Can you post a picture of what you have? Gunite or vinyl or fiberglass?

I assume they have installed the coping and the deck and that the coping and the deck are separate?

The answer is it depends on the type of pool, how the coping is set up and how the deck is set up.

If there is any material placed in the joint it is placed at time the material is poured. If the contractor is going back later and creating full depth control joints then it could be a day it could be a week or two. It depends on the material, the weather and several other factors.
 
That doesn't sound wrong for what you have.

I suspect the PB is seeing how it settles out after a couple of months.

Structurally your pool and deck are very big sold separate structures that behave differently. He wants to give them time to settle and see where they end up before he finishes the joint. Is the joint getting bigger?

There are some folks on here who say you shouldn't even pour the pool deck until the area around the pool has settled over the winter. A good point but most PB customers want the mud gone sooner.
