It's "70-90+" which means that the recommended range is from 70-90 for non-SWG pools using bleach (or chlorinating liquid or Cal-Hypo, not Trichlor), but it is OK to have a higher TA than 90 ppm (that's what the "+" means) if that is needed to keep one's pH stable (usually though, the TA needs to be lower to prevent the pH from rising). If the CH and pH are on the low side of the recommendations, then the TA can be on the higher side.
