New Pool Owner - Balancing Problems - Etching

So we bought a house with a pool last fall. Needless to say, we thought we were keeping the chemicals balanced, however during the winter months we noticed that we were getting greenish / aqua stains on the bottom of the pool.

We purchase a mineral stain remover (as that is what the pool store said the stains probably were), however we did not balance the pool before putting the stain remover in (and we did it when the pool was around 55 degrees).

Needless to say they stains did not disappear. Soon after we had a tech come out and analyzed our water. We know have it under control, although we have to add acid every once in a while.

Once spring / summer got here and we could get into the pool, we found that he green/aqua stains were also rough to the touch.

The question I have is should we now do the mineral stain remover to see if they stains will go away? Of course every pool guy says we need to replaster. Wife says the pool is wet, the water is cool, it is not that big of a deal, however I'd like it to look as good as possible.

Anyone have any thoughts.
