For the last month, my system has "burped" back thru the return line to the skimmer basket when the system turns the pump off, enough so that it flips the skimmer basket upside-down every time... there are no air leaks in the system that I have been able to find. Just rebuilt all connections in the chemical feeder system, all good there. Any suggestions?

It's almost certainly air in the filter. Any issues with the skimmer weir hanging? Is the pump basket 100% full of water with no air in it?

Once the pump is running, bleed all the air out of the filter and see if more accumulates. If it does you have a suction side air leak.
