White Film on Blue Fiberglass Steps

Can someone help me determine how to remove a white film from my blue fiberglass steps. My pool water got low and the water evaporated from the top step today. When I got home there was a white film (or stain) or maybe even fading of my top step. I tried to clean it with a Mr. Clean Eraser, Bar Keeper Friend, and even an SOS pad. Nothing touched it. It won't come off. I am worried it is faded. The rest of my pool is sparkling. Any ideas?

FC 10 ( a little high due to finishing up a shock after a big pool party)
PH 8.0 ( high too - was waiting on the FC to come down to accurately test)
TA 100
CH 180
CYA 70
 
Does it feel rough at all? ... like is it calcium deposits from water continually evaporating.

You could try a dilluted solution of muriatic acid and scrubbing ... although I am not too sure how much risk that puts on the fiberglass.
