Low vacuum suction

Hope someone can help me out. We had an IG pool built in Feb '12. From day 1 we had problems with the suction when vacuuming. PB said that there was enough suction. Vacuum can't pull in a leaf at bottom of pool. Even tried not using the plate and just putting the hose directly into skimmer pipe. We had owned a pool in NJ for 12 years and never had this problem. Now live in NC.

PB set variable speeds at 1725, 2200, 2900 and 3450 rpm. They said these would work best.
Pools skims fine at 2200 rpm. Use Quick Clean when vacuuming at 3450 rpm. Can't close main drain all the way or the pump trips.

PB said to contact Hayward.

-Changed hose, cuffs, plate and vacuum.
-Hayward asked about the plumbing. Combination 1.5" rigid and flex pipe.
-Hayward said that the pipes should be at least 2" for VSP pump.
-Hayward suggested to PB that they install 2" into and out of pump, which PB reluctantly did. Still very little suction when vacuuming.
-Had leak detection company come in. No leaks found. Showed him a picture of the pipes. He too thought the 2" would help if not resolve the problem.
-Just had the motor drive fry on the pump. Waiting to hear back from Hayward and repair tech to see what may have caused it.

Thanks in advance for any input and guidance.

Welcome to TFP.

We need to know more about the pool and equipment and how the various valves are set when vacuuming.

In any case that pump should be able to provide enough suction to vacuum the pool effectively.

Pictures of the equipment pad and pool will help a lot.
