CYA: calulated vs. measured

At the beginning of the season, just after opening, my CYA measured at zero. I calculated I need about 12 lBs of CYA to get my 25000 gals up to 60 ppm CYA. I am still reading about 30-40 with my K-2006 and Color Q tests. Should I add more or just let it be?

I added it about a month ago. I was headed for 80 ppm but I thought I would shoot for 60 ppm first so I could sneak up on it. All other numbers are good so I'm not sure why it's so low, didn't clean out the carts after adding.
 
Yes, my deep end is about 9 feet. I got my gallon numbers when the pool was built last year from the water company that filled it. I guess they could have been wrong and I have more water than I thought.

Maybe I'll just add a bit more and see where I end up since I need more than the 60 ppm I was shooting for.
