Bought a used summer escapes 18x48 pool this spring and the weir closes whenever the pump is turned on and lays flat when its off.

Welcome to TFP!!! Clearly that does not make any sense. Can you provide pictures of your setup?
When the pump is off, the weir should float up. The movement of the water through the skimmer with the pump on should make the weir lie down ... unless the plumbing is installed backward which would force the door closed when the pump turns on.
it has the foam..but, excuse my ignorance, I am not certain its on the right side of the weir. Should it be facing down when flat? I will take a picture tonight. thx!
The foam on mine is toward the skimmer body away from the pool. When the weir lays down into the skimmer the foam is on the bottom.
