Should I remove my diving board?

This is the 21st summer with our diving board. The bolts at the back of the top side appear very rusty. They obviously need replacing. Should we go ahead & take off the board & move the base & inspect the mounts as well? Is this a DIY project, or should we call a professional? I don't want that diving board used until I am sure it is safe. If the mounts are rusted/ not safe, I think we will just remove the diving board. The concrete around the pool needs a lot of work.(probably complete tear out & re-do) I would rather wait until we do the concrete work to have the diving board mounts replaced properly, if at all. It will be a couple of years before we can do the concrete work.
