Is there any chemical that dissolves this crud without hurting pvc pipe? Thanks guys.

So just so i understand, the PVC drain goes down into a void in the earth?
And what type of pool cover do you have? Why did they have oil? Do you have any idea how much oil they used?

Yes it goes to earth thats also why i didnt want to use really toxic stuff. The cover has seperate electric/hydrulic motor(about size of pool filter pump) that when you turn key it opens/closes, not sure how much oil it takes though...
You live in California....i would think one call to the repair guys and they would be out there fixing this drain for you, after all, one call to the EPA would probably shut them down....of course they might declare your property an eco-disaster zone or something....
In all seriousness, i've no idea how you could dissolve it, or even if it really clogged up your drain.
If i were to try anything a bottle of DAWN dishwashing detergent is what i would try, that's what the clean up oil spill covered animals with.
