Did I break my pump?

Hey guys,

New guy here. I have a 220v pump that i just installed. Found that one leg or wiring had 120v and the other had only 18v. I had a break in the wiring. Replaced that and i now have 240v at the pump with no movement or humming. Checked the caps with a cap checker. They are good. Do you think I fried the motor?
 
The only time I've had a motor not make any noise at all is when the power is bad. This might be an exception but if the break isn't kicked and the power isn't messed up the motor usually makes some kind of noise.
 
Motors check out fine. Turns out it was the circuit breaker in the panel. It was delivering the 240v. I could only firgure that it couldn't supply enough current under load because the V never dropped.
