Clear blue cloudy water

I have been very patient this season trying to open my pool
I would appreciate any advice

I changed my sand last year
Have been running filter for a week or more
Back washing several times

I just can't seem to get that nice clear crystal water

Is that a typo on the CYA? Or are these pool store numbers?
