How to clean the white border around Pool

I am talking about the border that is right above the vinyl liner. Mine is old and has been neglected but I think it can be cleaned I just haven't found the right stuff to clean it. Any ideas? Bleach or magic erasers don't work.

Cleaning white piece that goes around the pool..

My pool is older and I cannot afford to replace the vinyl liner yet. The liner is fine and holding water but the white piece that goes around the pool right above the liner will not come clean. Any tips on what to clean it with?? I've tried bleach and magic eraser. It just has a dirty grey look.

Try rubbing a vitimin C tablet on it.
